The practice whereby a foreign producer sells at below cost to another producer within his domestic market, and the product is then further processed and shipped to another country. See also Dumping. The export of a good whose cost is reduced by access to a domestically produced intermediate input that is sold below cost. This is not (yet) eligible under any anti-dumping statute for an anti-dumping duty.
