Educable Mentally Handicapped. a disability; having a mild delay in the ability to learn and to function independently in the everyday environment; a mild delay is defined as a rate of development and learning that is 50% to 75% of what is expected of a person the same age.
Educably Mentally Handicapped. An eligibility category under IDEA including children whose cognitive development is approximately one-half to three-fourths the average rate and is accompanied by similar delays in adaptive behavior.
Educable Mentally Handicapped. Mental retardation affects people in different ways. Some have educable retardation, meaning they can be educated and trained for future responsibilities. EMH classes and programs are designed to help these children achieve a level of independence. Roughly 85% of those with retardation fall into this category.
