A committee of the Council, responsible for accounting, budgeting, and control of investments, and, through the Estate Management and Building Service, for the management of property. The Secretary is the Director of Finance, and the Chairman is the Vice-Chancellor.
A mandatory committee of the Parliament, of 9 members, the remit of which is to consider and report on Scottish Executive reports and documents on proposals for, or budgets of, public expenditure, or for tax-varying resolutions; committee reports concerning public expenditure; budget bills, and any other matter relating to or affecting the expenditure of the Scottish Administration or other expenditure payable out of the Scottish Consolidated Fund, and (discretionary) the legislative timetable for such bills and handling of financial business. The committee must be established within 21 sitting days of a Scottish Parliament election.
