The Grand Council is the body responsible for governing the Clans as a whole. It consists of the assembly of Khans, two from each Clan, as well as the ilKhan (if one exists). It's authority covers any matters involving more than one Clan, and it also determines general policy for Kerensky's descendants. The Grand Council serves as the highest court of the Clans.

The power of the Grand Council superceded that of the Grand Secretariat and the six ministries.
The Grand Council is composed of the guild founders, the chapter leaders and guild advisors as the primary leadership body of the LOA. We discuss issues, future trends, guild direction, and other high-level topics that affect our community. Note: Our guild is NOT a democracy. The grand council discusses topics openly and intelligently in an effort to better inform our guild founders and fellow council members. The Grand Council or Junjichu (; Manchu: coohai nashūn i ba; literally, "Office of Military Secrets") was an important policy-making body in the Qing Empire. It was established in 1733 by the Yongzheng Emperor. The Council was originally in charge of military affairs, but gradually attained a more important role and eventually attainted the role of a privy council, eclipsing the Grand Secretariat in function and importance, which is why it has become known as the "Grand Council" in English.
