Limited English Proficiency. Students who have not yet achieved mastery in reading, writing, listening or speaking English but who are fluent in another language.
Students in this group are not native English speakers and have very little, or minimally developing, English-language proficiency. Communication problems often mask these students' gifts and talents, causing them to be underrepresented in gifted programming.

LITERACY TEST One of the obstacles that was used to prevent minorities and other disenfranchised groups from voting before the Voting Rights Act was passed in 1965. If a potential voter was unable to read, he was considered unable to vote.
Limited English Proficiency. A now out-of-fashion term describing students who are not yet able to read, write, speak and understand English as well as their peers at the same grade level. The new, preferred term is English learners (EL).

Limited English Proficient - Students who do not speak English or who speak some English as a second language, in other words English is not the language spoken at home. MEAN - The quotient obtained by dividing the sum of a set of scores by the number of scores; also called "average". Mathematicians call it "arithmetic mean." MEDIAN - The middle score in a set of ranked scores. Equal numbers of ranked scores lie above and below the median. It corresponds to the 50th percentile and the 5th decile.

Limited English Proficient.
