Low Functioning Autism. The more severely affected end of the autistic spectrum is what is known as "low functioning" autism. Usually, low functioning autistics have little or no language, some degree of mental retardation, little awareness of other people and expectations, and many stereotypies and other odd behaviours. Self injurious behaviour is much more common in low-functioning autistics than in their high-functioning counterparts. Sometimes a child who seemed to be low-functioning in childhood eventually gains language and some awareness of the world and social norms and will move towards the high functioning end of the spectrum.
Lead Federal Agency. The agency designed by the President to lead and coordinate the federal response. The type of emergency determines which agency becomes the LFA. In general, the LFA establishes operational procedures to assemble and work with the cooperating agencies to provide the LFA with support. These agencies support the LFA in carrying out the President's policy by furnishing the LFA with an initial assessment of the situation, developing action plans, monitoring and updating operational priorities and by ensuring that each agency exercises its authority within the boundaries of the law. Specific responsibilities of an LFA vary according to each agent's statutory authority.

Lead Federal Agency. the federal agency that leads and coordinates the emergency response activities of other federal agencies during a nuclear emergency. After a nuclear emergency, the Federal Radiological Emergency Response Plan (FRERP, available at http://www.fas.org/nuke/guide/usa/doctrine/national/frerp.htm) will determine which federal agency will be the LFA.
