The Library Services and Technology Act is a federal program administered through the states. In Wisconsin, the DLTCL determines how the money should be spent and gives grants to libraries and library systems based on their project applications.

LSTA emphasizes library integration of technology and attention to underserved targeted populations with a collaborative approach to library services and allows for a wider range of public-serving applicant libraries.

Federal funds for library services come primarily from the Library Services and Technology Act (LSTA), passed by Congress and signed by the President on September 30, 1996. It is authorized for six years, 1997 through 2002. The funds allocated by Congress to this program are distributed to states annually to address the goals of LSTA according to each state's long range plan. LSTA funds are administered in Nebraska by the Library Commission.

Enacted in 1997, LSTA replaced LSCA. The new act is administered under the Institute of Museum and Library Services with the primary focus on improving library services through technology, encouraging sharing of resources and targeting library and information services to underserved populations. LSTA grants are awarded annually to all state libraries for use in statewide and local projects. In Montana, the Montana State Library Commission establishes priorities for LSTA funds.
