Multimedia Communication Europe
Manually Coded English. A general term for all artificially developed communication systems that may use signs and finger spelling to represent English. Within most of these systems, each sign is used to convey English. Both the sender and receiver of the message must have an understanding of English grammar and syntax in order to communicate using this method. Signed English is primarily used for educational purposes. Although some late deafened people prefer this type of signed communication, because various forms of MCE were inappropriately used in early educational programs, it is not uncommon to find culturally Deaf people expressing negative views about the use of MCE.
mandatory continuing education. The State of Texas requires that its licensed real estate brokers, and salesmen (who have met their SAE requirement), attend at least 15 hours of certified real estate education courses before each license renewal (every two years). At least six of the 15 hours must be in legal topics

Managed Care Entity. The federal statutory term for managed care plan participating in Medicaid. There are two types of MCEs: managed care organization (MCOs) and primary care case managers (PCCMs). MCEs may be public or private.
Management communications engine. A printed circuit board that can be installed on a Bay Networks System 5000 Ethernet network management module (NMM). An MCE monitors a single segment and collects data. See also DCE, DCM.

Mean Chance Expectation. The results of a psi test that one can expect to be caused by chance; see also Statistical Significance.
Mean Chance Expectation. The most likely chance score in a psi test.

Maximum credible earthquake. The largest earthquake that a fault or other seismic source could produce under the current tectonic setting. The seismic evaluation criteria determines which faults or seismic sources are assigned an MCE.

Mixed cellulose esters membranes are used in a wide variety of applications, e.g., concentration of bacteria during water analysis (GN-6 Metricel® membrane) and sampling of air quality (GN-4 Metricel membrane).
