Regulatory Flexibility Act. P.L. 96-354 (September 19,1964) requires federal agencies to consider the special needs and concerns of small business entities whenever they engage in rulemaking subject to notice and comment requirements of the Administrative Procedure Act or other laws. In most cases, when an agency publishes a proposed rule in the Federal Register, it must prepare and publish a regulatory flexibility analysis describing the impact on small businesses.
Reserve Forces Act
Regulatory Flexibility Act. The Regulatory Flexibility Act (5 U.S.C. 601-612) requires federal agencies to consider the effects of their regulatory actions on small businesses and other small entities and to minimize any undue disproportionate burden. The chief counsel for advocacy of the U.S. Small Business Administration is charged with monitoring federal agencies' compliance with the act and with submitting an annual report to Congress.
