As defined by the USGA- A golfer whose proficiency is such that the better half of his or her scores will equal the equivalent of what the better half of the US Amateur Championship field scores. Generally thought of as a golfer who can score at or close to par on a regular basis.
A player has a zero handicap; thus, one who averages par.
