A municipality is a small area of a province with whatever local powers that may be given to it more senior (federal or provincial) levels of government. Municipalities are the closest and most intimate level of government and most sensitive to the wishes of the people. In Canada our municipal structures came from the American experience with our first refugee immigrants after the American revolution. Our provincial and federal government traditions come from our British colonial experience.
