The word means one who listens, from the French word "to listen." B-P said that the term Scout means "the work and attributes of Backwoodsmen, explorers, seaman, airmen, pioneers, and frontiersman." So with a scheme to make his new program with character building appeal to boys (and girls), he gave it a name to draw them. "Scout" is now synonymous with his program.
A Cub Scout, Boy Scout, Girl Scout, Girl Guide, Explorer, etc. Within the context of Pack 527, it's a Cub Scout or Webelos Scout.
Scout is the first award earned by a Scout in the Boy Scouts of America (BSA). It is properly not a rank, but the 'joining requirement', and Tenderfoot is the first proper rank. The Scout badge has a brown fleur-de-lis on a tan background.
