Outcomes describe the intended result or consequence that will occur from carrying out a program or activity. Outcomes are of direct importance to beneficiaries and the public generally. While performance measures should distinguish between outcomes and outputs, there should be a logical connection between them, with outputs supporting outcomes in a logical fashion. The PART strongly encourages the use of outcomes because they are much more meaningful to the public than outputs, which tend to be more process-oriented or means to an end.
