The digits before the hyphen correspond to the Congress, and the one or more digits after the hyphen refer to the numerical sequence in which the bills were signed by the president during that Congress. We are not obligated to try and keep the Law or suffer all the penalties of the ceremonial and civil code today, because Christ fulfilled the Law. This does not mean that we are to break them, but that the moral law will be fulfilled in us by the Holy Spirit as we are controlled by Him and it is this controlling or filling that we are to maintain by being in fellowship with Him.
