Definitions for "Disadvantaged"
An individual from a disadvantaged background is one who (a) comes from an environment that has inhibited the individual from obtaining the knowledge, skills, and abilities required to enroll in and graduate from a school, or (b) comes from a family with an annual income below a level based on low-income thresholds according to family size published by the U.S. Bureau of the Census, adjusted annually for changes in the Consumer Price Index, and adjusted by the Secretary for use in all health professions programs.

Disadvantaged can fall into two categories: (1) Educationally: comes from an environment that has inhibited the individual from obtaining the knowledge, skill and abilities required to enroll in and graduate from a health professions program, or (2) Economically: comes from a family with an annual income below a level based on low income thresholds according to family size published by the US Bureau of Census, adjusted annually for changes in the Consumer Price Index, adjusted by the Secretary for use in all health professions programs. These income levels are published in the Federal Register. A few examples of educationally disadvantaged are coming from a high school with low SAT scores or below the Average State test results, coming from a school district where 50 percent or less of graduates go to college, being the first generation to attend college.

Those individuals or groups of people of people who are less able to achieve the "quality of life" normally expected by the general populous because of age, sex, health, disability or economic circumstances.
