The traditional definition is a device to perform video effects by digital means, either including built-in mixer or connected to external mixer to enhance its artistic features. More modern jargon usage takes DVE to mean a two or three-dimensional special effects generator, without mixing facilities
Digital Video Effects. Special computer generated effects that manipulate video. Video footage that bends, rolls, bounces or wraps around objects

These effects are found in special effects generators* which employ digital signal processing to create two or three dimensional wipe effects. DVE generators are getting less expensive and the kind of effects they create getting more popular. The Digital Video Mixer includes such effects.
