The period of time outside the peak commuting period, usually the midday, evening, night, and early morning.
The period during the day, week, month, or year when the load being delivered by a gas system is not at or near the maximum volume delivered by the system.
Non-rush periods of the day when travel activity is generally lower and less transit service is scheduled. Also called "base period." (APTA)
