When a sailboat (in particular a dinghy) capsizes to a point where the mast is pointed straight down and the hull is on the surface resembling a turtle shell.
A capsize position with the boat turned upside down with the mast pointing down to the sea bottom.
In RTS s, turtling is the strategy of going defensive early in a game, often as a counter against military rushing.

v. to play a very defensive strategy (i.e. hide your shell) in a multiplayer wargame, with the hopes that other players will attack each other thus weakening themselves. Generally seen as boring by players. Multiplayer wargames that avoid turtling usually do so by giving incentives to attack in the form of VP's, additional units/resources, stronger unitd, etc. under-developed adj. Having one or more mechanisms that are either too similar or insufficiently inter-connected, leaving a game that feels like the design was not completed.
