Technical Assistance to the Commonwealth of Independent States, a European Union initiative. The 13 partner countries are: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Mongolia, Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
Launched in the EC in 1991, the TACIS programme provides grant-financed technical assistance to countries of Eastern Europe, and mainly aims at enhancing the transition process in these countries
The European Union’s Tacis Programme (Technical Assistance to Commonwealth of Independent States - TACIS) was launch by EC in 1991 to provide grant-financed technical assistance to 12 countries of the former USSR (excluding the Baltic States). Since 2004 the funds from Tacis Cross-Border Cooperation Programme (Tacis CBC) have been used in Neighbourhood Programmes as the external financial element to finance the activities of partners from the non-EU partner countries (e.g. Russia, Belarus) in joint projects.
