the facility offered to customers which allows them to opt for certain defined classes of call to be carried by an operator selected in advance (and having a contract with the customer), without having to dial a routing prefix or follow any other different procedure to invoke such routing.
Carrier pre-selection enables the customers of those PTOs with significant market power to pre-select an alternative carrier for their outbound calls without having to enter a three- or four-digit access code as was previously the case.
This option allows customers to declare to OTE that they wish to make their calls through an alternative carrier like Tellas on a permanent basis. Thus, the dialling of the 4 digit Carrier Selection Code is not necessary.
Carrier Pre-selection allows telecoms companies other than BT(UK) or Eircom (ROI) to become the "default" carrier of calls on a BT/Eircom line through reprogramming at the local Exchange. It replaces the need for dialler boxes or the dialling of special codes before the call is made.
