Congestion Mitigation and Air Quality Project: A flexible funding program administered by the Federal Highway Administration (FHWA) which funds projects and programs to reduce harmful vehicle emissions and improve traffic conditions. CMAQ funds may be used flexibly for transit projects, rideshare projects, high-occupancy vehicle lanes or other purposes.
Congestion Mitigation/Air Quality Improvement is a formula program, established under TEA-21, which funds projects and programs offering transportation related emissions reductions.
Congestion Mitigation and Air Quality Improvement Program: A pot of federal money contained in TEA 21 for projects and activities that reduce congestion and improve air quality, both in regions not yet attaining federal air quality standards and in those engaged in efforts to preserve their attainment status.
Congestion Mitigation and Air Quality Improvement Program - A funding program established by SAFE TEA-LU (see p. 8) for projects and programs that contribute to the attainment of the national ambient air quality standard. Funds are available to non-attainment areas for ozone and carbon monoxide based on population and severity of pollution. Eligible projects are defined by the approved State Implementation Program (SIP) (see p. 12).
The (Congestion Mitigation and Air Quality) CMAQ Improvement Program, authorized by the 1991 ISTEA provided $6.0 billion in funding for surface transportation and other projects that contribute to air quality improvements and reduce traffic congestion. The CMAQ program has been improved and reauthorized in the 1998 "Transportation Equity Act for the 21st Century" (TEA-21). The newer CMAQ program provides over $8.1 billion dollars in funds to State DOTs, MPOs, and transit agencies.

This program funds transportation projects or programs that will contribute to attainment of the National Ambient Air Quality Standards (NAAQS), with a focus on reducing ozone and carbon monoxide. Funds are distributed to states based on each state's population level in air quality non-attainment areas weighted by the degree of air polution i.e. severe, moderate).
