Coreper, the French acronym by which the Committee of Permanent Representatives is known, consists of the Member States' Permanent Representatives (Ambassadors to the EU) and is responsible, at a preliminary stage, for assisting the Council in dealing with proposals and drafts put forward by the Commission. It a forum for dialogue, among the Permanent Representatives and between them and their respective national capitals, and a body which exercises political control, by laying down guidelines for, and supervising, the work of the expert groups. Coreper (Committee of Permanent Representatives) is composed of the officials from the Permanent Representatives of the Member States to the EU. Coreper is charged with assisting the Council in dealing with proposals for legislation, particularly in pre-negotiating phase. It performs a central role in Community decision-making on two levels: Coreper I comprising government experts from the Permanent Representations; and Coreper II made up of the Permanent Representatives (ambassadors) themselves
