When an active player runs out of money during the course of a hand, the remaining players participate in a second or Side Pot for the rest of the hand. Additional side pots are possible if several players run out of money at different points in a hand.

A second pot for active players when one player is all in.
In a multi-way pot, a side pot is created for other players if one player goes all-in. These other players bets and raises will go to the side pot, and only the players that participated in the side pot are eligible to win it.

A 'side pot' will be created when one or more players wants to call a bet, but doesn't have sufficient chips remaining to match the bet exactly. Whatever the player has, will be put into the main pot, along with an equal amount from any other player calling during that round. The extra chips / money, that the 'all in' player couldn't match then go into a side pot. The all in player will not be able to win that pot, as they have not contributed to it, they can only stake a claim on the main pot
When 3 or more players are involved in a pot, and at least one player is all in, the other players' betting will be part of a side pot. The all-in player is not eligible to win the side pot, because you can only win as much money from each player as you can put at risk.

For example player 1 has 10 chips, player 2, 20 chips and player 3 has 100 chips. So, a $12 side pot is created that either Anne or Burt can win, but not Colin. All other bets that Anne and Bert make go into the side pot and are prohibited to Colin. Colin is only playing now for the original/center pot.
