An evaluation carried out by persons separate from those responsible for managing, making decisions on, or implementing the project. It could include groups within the donor organization. The credibility of an evaluation depends in part on how independently it has been carried out, i.e. on the extent of autonomy, and ability to access information, carry out investigations and report findings free of political influence or organizational pressure.
