Department of Homeland Security President Bush signed into Legislation Monday, November 25, 2002. The Homeland Security Act of 2002 shall take effect thirty days after the date of enactment or, if enacted within thirty days before January 1, 2003, on January 1, 2003. The government is reorganizing 22 agencies into 1 agency. The Secretary will be Governor Tom Ridge. The U.S. government entity whose branches have taken over the responsibilities of the former INS. The agency is headed by the Secretary of Homeland Security, responsible for aspects of law enforcement related to homeland security, including immigration. DHSâ€(tm)s immigration functions are divided primarily in 3 components: USCIS (U.S. Citizenship and Immigration Services) responsible for benefits and adjudications; USICE (U.S. Immigration and Customs Enforcement) responsible for interior enforcement of immigration and customs matters (detention, prosecution, deportation); USCBP (U.S. Customs and Border Protection) responsible for border controls of agriculture, customs, including border patrol and inspection.
