test Section 707(b)(2) of the Bankruptcy Code applies a "means test" to determine whether an individual debtor's chapter 7 filing is presumed to be an abuse of the Bankruptcy Code requiring dismissal or conversion of the case (generally to chapter 13). Abuse is presumed if the debtor's aggregate current monthly income (see definition above) over 5 years, net of certain statutorily allowed expenses is more than (i) $10,000, or (ii) 25% of the debtor's nonpriority unsecured debt, as long as that amount is at least $6,000. The debtor may rebut a presumption of abuse only by a showing of special circumstances that justify additional expenses or adjustments of current monthly income.
Philosophers often contrast means and ends. The ends we seek are the goals we try to achieve, while the means are the actions or things which we use in order to accomplish those ends. A hammer provides the means for pounding a nail in a piece of wood. Some philosophers, most notably Immanuel Kant, have argued that we should never treat human beings merely as means to an end.
Another term for actions. In Ethics, "means" are often contrasted with "ends" so that some ethical theories focus on the intrinsic goodness of an action while others look at the consequences of actions.
The “ Means” and “Cost” replace OVIs and SOV at the level of Activities. Means are physical and non-physical resources (often referred to as “Inputs”) that are necessary to carry out the planned Activities and manage the project/ programme. A distinction can be drawn between human resources and material resources.
