A problem statement should describe the problem, describe its causes, and identify potential approaches or solutions to the problem through the use of literature reviews. In program evaluation, inclusion of a problem statement as part of the model provides an opportunity for the importance of a program to be conveyed. A detailed description of the problem and who is affected can provide a baseline for comparison purposes and a greater understanding of who has benefited from program services.

A concise narrative, prepared at the outset of a project or study or as part of a project needs study, defining the fundamental situation or circumstance to be solved. A problem statement will generally describe a particular situation in which an expected level of performance is not being achieved, and will list one or more important factors which cause or contribute to the unacceptable performance.
The document that the sponsoring agency completes to post a solicitation on the pooled-fund web site. The problem statement includes the study title, funds (commitments) required, background, study objectives, scope of work, estimated study duration, and contact information for the sponsoring agency funding contact. It also specifies the lead agency. If the FHWA has approved the use of 100 percent SP&R funding, that information is included as well.
A statement of needs stating what is to be done with the project or product.
The section of the formal proposal used to identify the specific purpose of the proposed project and convince the funding source of the critical need for the project. The problem must relate to the purposes and goals of the funding source and be supported by appropriate statistical evidence, research and expert statements.
