Stays are only granted in exceptional circumstances. Example: if you know in advance of a decision to move a child and believe it would have serious consequence for the child you can ask for a stay. A stay suspends (stops) the decision by the Department until there can be a hearing about it. You can ask for a stay on the application form. If a stay order is granted, this does not mean that the Tribunal has considered all the material and made a final decision. The ‘stay’ is only a temporary suspension until the hearing.
